TYPES OF VOTE BY MAIL
- Regular, one-time, vote by mail – Request a ballot to be mailed to you for only one election.
- Permanent Vote by Mail- Become Permanent Vote by Mail status and receive a ballot for all subsequent elections without having to request/apply each time.
- UOCAVA- Uniformed and Overseas Citizens Absentee Voting is designated for member of the service, their dependents, or anyone living overseas.
Regular Vote by Mail
Ballot request for ONE election only.
Who may apply to vote by mail?
Any registered voter, no reason required.
Timeline of Vote by Mail
Applications for regular vote by mail ballots can only be made during a certain time prior to each election (Not more than 90 days nor less than 5 days prior to an election).
Applications being mailed must be postmarked at least 5 days prior to the Election Day.
Ballots are sent out no sooner than 40 days before an election.
Once we receive your application, it will be reviewed and accepted, your ballot will be mailed to you within 48 hours after receiving the request.
Your ballot must be returned to the County Clerk’s Office prior to the closing of polls of Election Day. Mailed ballots must be postmarked no later than Election Day and must be received within 14 days of the election.
How to receive a vote by mail ballot
To receive a ballot through the mail, you must first complete an application and submit it to the County Clerk’s Office. You may do this by downloading a paper application to forward to our office or by completing an application online. See the links below to submit an application.

Permanent Vote by Mail-
The voter can choose to receive ballots for all future elections without having to request. They may choose to receive ballots for all elections that do not require a party designation (general elections) or the voter can choose to receive ballots for all elections and indicate the party ballot they would like to receive in all elections.

Any registered voter, no reason required
Timeline of Permanent Vote by Mail
The timeline will follow the same as regular vote by mail, except a vote can request to become permanent vote by mail status any time during the calendar year.
Ballots will be mailed out no sooner than 40 days before Election Day.
Your ballot must be returned to the County Clerk’s Office by the close of polls on Election Day. Mailed ballots must be postmarked no later than Election Day and must be received within 14 days of the election.

How to change party designation for permanent vote by mail voters
You must submit a Permanent Vote by Mail Change form which can be found above.
If you are requesting to change your status after a ballot has already been mailed to you, you must do the following:
- Bring the issued ballot to the Adams County Clerk’s Office for surrender. If the voter is unable to physically come to the office, see below*.
- Vote early in the office or complete a new Application for Vote by Mail**.
*The voter can mail the ballot back to the office with a signed note indicating the need for a different party ballot and a way for a member of the staff to reach you (phone number or email address)
** If the change in party designation is just for the current election, an election specific application for vote by mail will be completed. If the party designation is for all future primary elections, a Permanent Vote by Mail Change will need to be completed.
UOCAVA
A UOCAVA voter is a citizen who lives overseas or is serving in the US Armed Forces and will not be in their home county on Election Day. Spouse and/or Dependents of the service member also fall under this act.
