IMPORTANT FILING INFORAMTION

APPARENT CONFORMITY - ADAMS COUNTY CLERK'S OFFICE

Nomination papers shall be deemed valid unless objections are filed or they fail to meet the Apparent Conformity of the Election Authority's (EA) Office during filing. The Adams County EA Office conducts an “apparent conformity” review of all nominating petitions/paperwork filed. The review will take place at the time of filing by following a specific checklist of the following:

1. The candidate filing papers are bound at the top. If not, the candidate or representative filing will be allowed to staple at the time of filing without losing their place in line.

2. The petition sheets are numbered in consecutive order. If not numbered prior to their time of filing, the candidate or representative will lose place in line.

3. All necessary forms are notarized prior to arriving to file. If not notarized prior to their time of filing, the candidate or representative will lose their place in line. (County employees will not notarize the papers)

4. A Statement of Candidacy and Petition sheets are present (for candidates). If not included during time of filing, the candidate or representative will lose their place in line.

 All candidates whose nomination papers fail the Apparent Conformity Review will have their nomination papers rejected. The candidate or representative is free to leave the office to correct the nomination papers and return at a later time to file. They must file the nomination papers during the proper filing time period.  If the Apparent Conformity Review is failed at the time of filing, their time of filing will not be honored. The filing time will be documented at the time of filing with a completed Apparent Conformity Review during the proper filing time period.

If the Apparent Conformity Review failure is discovered after the time of filing, the candidate will be notified in writing and given the opportunity to collect filed nomination papers to be corrected and filed at a later date. They must be filed during the proper filing time period). 

The EA Office is not responsible for finding/alerting to all other errors on the filing papers outside of Apparent Conformity.
